Parents take stand in child-drowning case

Lottie Payne says she had only gone to the bathroom when the kids got out that day, The Chronicle reports. Meanwhile, Dennis Payne says it's the city's fault the children drowned, and he intends to sue the city; and an expert says Lottie Payne is borderline mentally retarded and suffered extensive mental and physical abuse, including being prostituted by her own mother as a child.
